France finally decides to expand their tourist policy by being rude to terrorist states as well

In a dramatic surface shift in formerly relatively cordial Franco-dictator relations, France is talking tough on nukes and national defense, threatening any rogue nation or individuals deemed a threat with more tough talk on nukes and national defense. Any action would of course be pending approval via voter referendum, unanimous backing of the UN Security Council, and the conditions of France's acceptance of Bin Laden's truce offer. The next time around, if attacked, the French plan is to expend their entire nuclear arsenal against any aggressor before surrendering-- provided the conflict isn't considered a "military conflict" (no, seriously), not to mention on a night when anybody has theater tickets, or involves working more than 35 hours in a week. Deflecting criticism of France's costly nuclear arms program, President Jacques Chirac said security came at a price and France must be able to hit back hard at a hostile state's centers of power and its "capacity to act." He said there was no change in France's overall policy, which rules out the use of nuclear weapons in a military conflict. But his speech pointed to a change of emphasis to underline the growing threat France perceives from terrorism. "The leaders of states who would use terrorist means against us, as well as those who would consider using in one way or another weapons of mass destruction, must understand that they would lay themselves open to a firm and adapted response on our part," Chirac said during a visit to a nuclear submarine base in northwestern France.

"Experts" believe that France has around 300 nuclear warheads-- over half of which are already pointed at known enemies of their beloved Jerry Lewis. Chirac made the statements because there are those in France who want to entirely do away with the nuclear program, which consumes around ten percent of France's defense budget. "Old school" Frenchmen think that money would be better spent on nationalizing "Chateau Mouton Rothschild" and to pay for one long distance call to the White House asking America to help out once again in the event anybody screws with them.
